I designed a space once that had a recessed stair like this. I felt, at the time, that it was a bit of poorly used space, but necessitated by the design.  As, in this case, you have essentially a very big split in your split-level.  Seems dangerous, right? Why would you want more space on the mid level, and not the lower level?  Dunno.
